It would be interesting to know exactly why this is so.  Speculation:

• They’re a culture that values environmentalism and compassion for others — today and into the future.

• Great renewable energy resources make EVs even better for the environment than the average.

• Lots of short distance travel (as most of the people live in the southern part of the country) means less range anxiety.

• A minimum of corruption means not letting Big Oil dominate the law-making process.

Physician Democrat Amy Acton’s run for governor in Ohio appears to be well-timed.  The state’s economy is sputtering and, though the state normally votes bright red, there is considerable concern that the Republican party is run by a lunatic whose economic policies have hurt Ohioans badly.
