The New York Power Authority (NYPA) is seeking developers to implement solar photovoltaic arrays and/or battery energy storage systems at four sites in Warren County.
The solicitation, which seeks proposals by Nov. 9, is asking for competitively priced proposals to design and construct 4.1 MW of distributed solar PV at two adjacent landfills in Queensbury, the Cool Insuring Arena and a Department of Public Works building in Glens Falls.
“The New York Power Authority is pleased to support the development of innovative clean energy projects in Warren County, which will provide economic and environmental benefits to the City of Glens Falls and the surrounding community,” says Justin E. Driscoll, NYPA’s president and CEO. “Working with municipalities to implement new energy solutions and lower greenhouse-gas emissions helps us achieve our renewable resource targets locally and collectively as a state to advance our clean energy and sustainability goals.”
The RFP identifies the following locations and estimated system sizes:
- Glens Falls municipal landfill, 64 Luzerne Road, Queensbury: 1.5 MW ground-mounted project sited on a capped landfill;
- New York State Department of Environmental Conservation-owned landfill, 51 Luzerne Road, Queensbury: 2.1 MW ground-mounted project sited on a capped landfill;
- Cool Insuring Arena, 1 Civic Center Plaza, Glens Falls: 280 kW DC rooftop project;
- Glens Falls Department of Public Works, 230 Dix Ave.: 123 kW DC rooftop project.
Submissions are strongly encouraged to incorporate battery energy storage systems (BESS) where possible.
The selected proposer will sell to the city, through a 20- or 25-year PPA, all of the electricity and attributes generated by the systems from the sites at a competitive price that will deliver cost savings.

A Lesson for America from West Africa
From DW Africa:
Burkina Faso’s military leader, Ibrahim Traore, has said the country should “forget about democracy,” in one of his clearest signs yet that military rule could continue for years. Traore seized power in a coup in September 2022, overthrowing another junta that had itself taken control just nine months earlier. Since then, he has tightened his grip on power, suppressing opposition and banning political parties in January. He had initially promised a return to civilian rule, but later delayed elections, arguing that Burkina Faso remained too insecure because of ongoing Islamist insurgencies. Last year, the junta extended the transition period, allowing Traore to stay in office until 2029. His remarks suggest Burkina Faso is moving even further away from its earlier pledge to restore democratic governance.
The story above is an extremely common one in the developing world and illustrates a critically important point: once a democracy is lost, it’s almost impossible to recover.
America: Take Heed.

Hegseth Decimates Top Military Echelon
Although we can’t see behind the scenes, it appears that what I predicted is actually happening. i.e., that out top generals and admirals are refusing help the Trump administration commit war crimes.

Did Nothing Happened to the Conspiracy Theorists Who Refused the COVID-19 Vaccine?
Not exactly.
Unvaccinated individuals face a significantly higher risk of severe COVID-19, including hospitalization, intensive care admission, and death, compared to vaccinated individuals. Studies show that unvaccinated people are roughly 11 to 15 times more likely to die from COVID-19, with substantially higher infection and mortality rates across all age groups.
Most, though I guess not all, would say that dying in agony is not “nothing.”
